DALLAS – The City of Dallas will contribute a total of $450,000, with funding under the City of Dallas Small Business Center’s South Dallas Fair Park Opportunity Fund Program and the Southern Dallas Investment Fund to MLK Kingdom Complex LLC to support the community empowerment and small business growth in South Dallas. The property is 5,063 square feet, formerly housing the Dallas Weekly news publication offices located at the northwest corner of Martin Luther King Jr. Blvd and Meadow Street in Dallas, Texas.
“To grow southern Dallas, we must invest in the people of southern Dallas,” Mayor Eric Johnson said. “I am pleased that we are continuing to take steps to make our historically underserved and overlooked communities healthier, stronger, and more economically vibrant.”
According to MLK Kingdom Complex, LLC owner, Ferrell Fellows, this plan to rehabilitate and renovate the unit will create jobs-focused residents, with increased opportunities to close the gaps for healthy food options within the South Dallas Fair Park community and the physical and mental wellness of youth that this complex will bring to the neighborhood.

The South Dallas/Fair Park Opportunity Fund (Opportunity Fund) provides loans and grants to promote economic development and support human development initiatives in neighborhoods surrounding Fair Park. Loans or grants are available to support businesses or entities located within specific census tracts, or that serve a population that is made up of at least 90 percent of residents from those census tracts.
The Southern Dallas Investment Fund (the “Fund”) promotes local economic development to stimulate business and commercial activity in the City, in conformance with Chapter 380 of the Texas Local Government Code. The purpose of the Fund is to support small businesses in southern Dallas generally refers to areas south of 1-30 and/or the Trinity River.
The MLK Wellness Complex will provide a community fitness center, healthy food restaurant, and office space to enrich the community by providing wellness options for fitness, healthy lifestyle, and diet choices. The fitness center will specialize in youth mentorship and athletic training and will emphasize a whole-body fitness program. The fitness center will also offer discounted memberships for senior citizens and neighboring businesses. The healthy restaurant will focus on fresh food options and fruits and vegetable-based menu to serve the growing demand for healthier, vegetarian, gluten-free, and vegan menu options absent in this community. The office will provide Health and Wellness office for local practitioners to provide wellness services to the community.
